Oakland California Army Base To Be Transformed Into Hollywood-Style Theme Park And Film Production Studio?

..."It took them eight months, but Hollywood's Wayans brothers have finally gotten around to signing off on that deal with the Oakland City Council giving them the exclusive negotiating rights to develop 70 acres of prime bayfront property.

City officials confirmed that the brothers (Keenen Ivory, Damon, Shawn and Marlon Wayans) delivered a signed agreement and $150,000 security deposit this past week.

So what does it all mean?

It means the clock starts running, and the brothers have 18 months to negotiate a deal with the city to build what they hope will be a Universal Studios-style theme park and film production center in the heart of the old Oakland Army Base.

For weeks now, City Hall skeptics have questioned whether the Wayans brothers -- after pressing the City Council for a quick decision last June granting them exclusive rights to the property -- were serious about moving ahead.

Kay Carney, a spokeswoman for the Wayanses, blamed the months of delay on the brothers' busy schedules, as well as some complex "legal restructuring" of the family holdings apparently meant to protect their assets.

"Everything is moving ... full steam ahead," she told us the other day.

Jane Brunner, the lone City Council member to vote against the deal, said she was still concerned that the agreement didn't contain any penalties should the brothers fail to meet the city's deadlines for furnishing details of the development plan over the next year and a half.

"I don't want to say I'm against it, because it could be a brilliant idea," Brunner said. "On the other hand, they've never done this (type of development). It could be pie in the sky.""...
